This button represents the national “70% by ‘92” campaign by the National Highway Traffic Safety Administration. Targeting traffic safety education and child passenger safety, the safety belt program functioned as part of a national movement in consumer safety and rights advocacy dating from the 1970s.  Ralph Nader was a leading advocate in the consumer rights revolution of this period.
